Parliamentary Handbook
This handbook was written in response to a request from the Vanuatu Parliament, after two workshops for Members of Parliament in 1997 and 1988. It does not pretend To tell you everything an MP needs to know. Rather, it is designed to introduce new Parliamentarians, and people planning to be candidates for election to Parliament, to the most fundamental aspects of the job. The serious student of Vanuatu politics will have to read more than this. However, I hope that new Members of Parliament will find this a useful document to keep beside them, to answer their many questions when they are first elected to the House of Representatives

Constitution of Vanuatu
The Parliament of the Republic of Vanuatu came into existence by the virtue of the Constitution, which is the nation's supreme law: Articles 1 & 2 provide the framework for governing the Republic of Vanuatu and make it clear that the Constitution is the supreme law of the Republic of Vanuatu. This means that all other laws must be consistent with the Constitution.

The House and Procedures Division of Parliament Division is a division of the Parliamentary Secretariat which is responsible for the management of parliament's procedures, legal advises and the security of Parliament.
The division is responsible for ensuring that the functioning of Parliament is governed by the laws, rules and practices that form the basis of the Speaker's authority when presiding over debates. These include the Constitution, the Parliament Administration Act, the Standing Orders and Procedural Guidelines.
The division has a legal team responsible for providing legal advice to the Speaker, the Committees, and Members of Parliament.
The division is managed by an Assistant Clerk who reports to the Clerk of Parliament.
What are the responsibilities of the Assistant Clerk House and Procedures?
- Supporting the Clerk to provide Clerk-at-Table support services to the Speaker of House
- Providing advice and assistance to Members and others on Parliamentary practice and procedure
- Supporting the Assistant Clerk (Committee Services) to provide services to parliamentary Committees and/or inquiries of the House
- Developing relevant guidance notes, manuals and handbooks for use by the Speaker and House and collating Speaker's precedents
- Prioritizing activities to develop and grow the Division, noting that the Division has very limited staff and resources

The Role of Corporate Service Division
The Corporate Service Team is responsible for corporate strategy and planning under the direction of the Clerk Assistant Corporate services.
It is also charged with providing efficient, accurate and management of human and financial resources. The department under Corporate Service includes: Human Resources, Finance, Information technology (ICT), Groundsman, Cleaners.
Human Resources
The Parliament secretariat can can be no more effective than the personnel who administer it. An effective parliament is too much to expect without strong parliamentary secretarial support.
The work of the Parliament Human Resources is to:
- Manage staffs.
- Performance and training of staffs.
The ICT Department:
Parliament information and Communication Technology (ICT) provides IT services to MPs, Parliament Staff and political appointee from the office of the Speaker and office of the Leader of Opposition.
The functions of ICT includes:

- Data storage management.

Finance and Accounts Section
The functions of the Finance and Accounts is to provide lead financial guidance and support services to Members of Parliament, the Administration and relevant stake holders. It is also responsible for managing expenditure of Parliament.
Financial Functions:
- Ensure Parliament resources are used efficiently, economically, and transparently.
- Proper records of financial affairs are kept.
- maintains effective, efficient and transparent system of financial management, risk management, internal control and internal audit.
Budgeting:
- Prepare Annual Budget.
- Prepare Annual Report.
- Budget implementation.
- Budget Advice.
Parliamentary Groundsman
Main activities include:
- Cleaning up of Parliamentary grounds, buildings and precedents.
- Collect rubbish and debris along Parliamentary fence, buildings, pathways and driveways.
- In charge of cutting grass, lawn mowing, empty bins, weed control and leaf wrecking.
Office Cleaners
The role of a Parliament Cleaner is to:
- Clean all the offices of Parliament staff and MP's.
- Cleaning and washing up of windows, tiles, carpets, walls and toilets.
- Help for setting up venues for meetings, seminars and Parliamentary conferences and functions.
